Senior Management Team



 CEO/General Manager Robert D. (Bobby) Waid, who began his career with Bandera Electric in 1979, provides leadership and direction throughout the organization. Having worked for BEC for over 30 years, he has witnessed the dramatic growth of your Cooperative. “When I started, BEC’s 66 employees worked hard to provide reliable electric service to 11,200 meters over 2,684 miles of line. In 2009, our 96 dedicated employees provided this same reliable service to 31,560 meters over 4,376 miles of line. While we have grown into one of the larger electric co-ops in Texas, we have never forgotten that the people we serve are our Member-owners.”
His career began in the Engineering Department. Over the years, he has held multiple positions with responsibilities spanning the design and mapping of new lines and system improvement projects, resolving member issues, managing key accounts, business planning, marketing, human resources, and serving as assistant to the CEO/General Manager. 
In 2002 he became the Cooperative’s CEO/General Manager. The vast knowledge he has gained through the various positions he has held at BEC aid him in his day to day oversight of the company. He has completed the National Rural Electric Cooperative Association’s (NRECA) supervisory training program in 1996. In 2001, he completed NRECA’s Management Internship Program, an intensive six-week university based education program that provides comprehensive analysis of the functions and processes used in the management of an electric cooperative. 
Mr. Waid and his wife live outside of Pipe Creek.  They have one son, daughter-in-law and granddaughter who live in Frisco, near Dallas.  





Leslie Kramer joined the senior management team in 2004 as the Finance and Administration Manager with over 20 years of experience in financial consulting and management. As the Financial Manager of the Co-op, he performs the long-term planning for cost controls, rate analysis, financing to ensure consistent funding of operations and construction, and other administrative duties.
Prior to joining Bandera Electric, Mr. Kramer briefly owned a consulting business and was the Dean of Business and Fiscal Affairs for Southwest Texas Junior College for over ten years. There he was responsible for all fiscal, administration and management services of the college. 
Mr. Kramer is a CPA and received a Bachelor of Science in Accounting in December of 1980 from the University of Houston at Clear Lake. He has performed graduate work at Sul Ross State University - Rio Grande College. He has also attended the Management Internship Program sponsored by the National Rural Electric Cooperative Association (NRECA).   This program is an intensive six-week university-based training program on all aspects of electric cooperative management that is conducted at the business school of the University of Wisconsin-Madison. 
Mr. Kramer married his wife Lee Ann in 2005. The two were the Nueces Canyon Halloween King and Queen in the third grade and rekindled their romance while planning a class reunion. He and his wife enjoy good food, good red wine and travelling.



Brian D. Bartos, P.E. started working at Bandera Electric in 2007. As Manager, Engineering and Operations, Mr. Bartos holds multiple responsibilities.  On the Engineering side of the Cooperative, he is responsible for the field engineering design, metering, mapping, asset management, regulatory compliance, system dispatch operations activities.  On the Operations side, he is responsible for the construction, operations and maintenance of power lines, right-of-way clearing, and supervision of contractors on the Cooperative's electrical system. He brings over 28 years of experience in the electric utility industry with him to BEC.
Mr. Bartos holds a Bachelor of Science in Electrical Engineering from the University of Texas at Austin and is a licensed professional engineer in the state of Texas. He began his career with American Electric Power (AEP) serving as a regional transmission and distribution operations and planning engineer for the former Central Power and Light Company in South Texas. During his career with AEP, he also served as Manager, System Control Center for Southwestern Electric Power Company (SWEPCO) and as Manager, Distribution Planning for both Central and South West (CSW) and AEP following the CSW/AEP merger. After leaving AEP, Mr. Bartos has worked as a consultant to a number of distribution cooperatives and municipal electric systems. Before joining BEC, he worked for the Electric Reliability Council of Texas (ERCOT) to develop risk management and regulatory compliance strategies. 
Mr. Bartos has served on a number of industry organizational bodies, most notably as past chairman of the Edison Electric Institute (EEI) Task Force on Distributed Resources, North American Electric Reliability Corporation (NERC) Underfrequency Standard Drafting Team, National Rural Electric Cooperative Association (NRECA) Transmission and Distribution Engineering Committee, Texas Reliability Entity (TRE) Reliability Standards Committee, and TRE Members Representative Committee. In addition, Mr. Bartos has provided technical support before a number of regulatory agencies and has made numerous presentations on electric system reliability, system planning, and the future of the Smart Grid.  
Mr. Bartos has two children, a daughter attending the University of Texas at Austin and a son attending Texas A&M in Corpus Christi.
